en مسئولیت مدنی ارسال پارازیت در قوانین ایران و آمریکا و طرح های جبران خسارت با شکل گیری ماهواره در صحنه جهانی بحث های مختلفی مطرح شد که به چالش هایی در بین کشورهای جهان منجر شد. حقوق بین الملل این حق را به دولت ها داده است که اگر برنامه های ارسال شده از طریق ماهواره بر خلاف منافع عمومی و امنیت ملی آنهاست، با ارسال پارازیت فعالیت متقابل انجام دهند یا دارایی های کشور فرستنده را محدود کنند، اما این اقدام نباید به افراد ثالث آسیب وارد کند. بنابراین برخی از کشورها به منظور مخالفت با دریافت برنامه های ماهواره ای اقدام به ارسال پارازیت می کنند که منجر به آسیب هایی به داخل کشور می شود.<br> قوانین ایران و آمریکا در این زمینه مقررات خاصی وضع نکرده و باید به قواعد عمومی مسئولیت مدنی رجوع کنند. در آمریکا دولت باید همه خساراتی را که به غیرنظامیان وارد می کند جبران کند، اما در قوانین ایران، دولت هیچ مسئولیتی در این زمینه ندارد مگر اینکه تقصیری انجام دهد، با این وجود مطابق قانون، دولت اسلامی باید از ملت خود حمایت و دفاع کند و قرآن کریم بر حفظ حقوق فردی تاکید می کند. لذا&nbsp;شایسته است دولت به جای ارسال پارازیت، از روش های پیشگیری مانند افزایش کمی و کیفی برنامه های رادیویی و تلویزیونی، قانون گذاری مناسب، تعیین محدودیت ها، شرایط ارسال پارازیت و شفافیت در این زمینه استفاده کند.<br> در ایران برخلاف آمریکا، تولید برنامه های مفرح کم است و همین امر باعث گرایش شهروندان و به ویژه جوانان به رسانه های بیگانه می شود، بنابراین اگر رسانه های ایرانی بتوانند نیاز جامعه را تامین کنند و همه موضوعاتی را که در رسانه های خارجی مطرح می شود پوشش دهند،گرایش شهروندان به برنامه های ماهواره ای کاهش یافته و نیازی به ارسال پارازیت نخواهد بود. With forming satellite in global scene , various discussions were propounded that resulted to challenges among countries of the world . International law has given this right to the states that if the programs sent by satellite are opposite to their public interests and national security , do reciprocal activities by sending parasite or confine the assets of the sender country , but this action shouldn&rsquo;t harm to the benefits of the third parties . So some countries in order to oppose with receiving satellite programs , send parasites that leads to some damages inside their states .<br> Iran and USA laws in this regard haven&rsquo;t established any special regulations and should refer to general rules of civil responsibility.
