With forming satellite in global scene , various discussions were propounded that resulted to challenges among countries of the world . International law has given this right to the states that if the programs sent by satellite are opposite to their public interests and national security , do reciprocal activities by sending parasite or confine the assets of the sender country , but this action shouldn’t harm to the benefits of the third parties . So some countries in order to oppose with receiving satellite programs , send parasites that leads to some damages inside their states .
Iran and USA laws in this regard haven’t established any special regulations and should refer to general rules of civil responsibility. In America , the government must compensate all the damages that hurt civilians but in Iran law , the government hasn’t any responsibility in this regard unless commits any faults but Islamic government should support and defend its nation and holy Quran stresses that sefl-preservation is the most important duty of human. Therefore, it is better for government instead of sending parasite , uses of  preventing methods like qualitative and quantitative rising of radio and television programs , suitable legislation , determining the limitations,  circumstances for sending parasite and clearness in this regard .
In Iran , contrary to  USA , the production of the amusing programs are few and this causes the citizens and specially youth tend to foreign media, so if Iranian media can supply the needs of society and cover all of the subjects that are discussed in enemies media , the tendencies of citizens to the satellite programs decrease and there will be no needs to send parasite.
